sometimes, depending on the couple i also assume it means theyre literal partners.
they dont smash, but they live together, and kind of live like theyre married but never get intimate...

i exclusively say the term partner. would consider saying wife once we get married but i probably won't. partner is more inclusive language and doesn't sound weird at all.
i can't imagine referring to my partner as my girlfriend. i feel like that term just makes u sound young.
